David F. Abney II, President & CEO
23 Years as a Wise Team Member
David Abney has thirty years of experience spanning all aspects of the construction business from carpentry, surveying and estimating, to supervising, project management, ownership, subcontracting, general contracting and construction management. He is a member of several local advisory boards, including Montgomery County Homeless Solutions Policy Board, and is Chair of the Omega Baptist Church Official Board. He is actively engaged in many areas of community service.
David manages all corporate procedural processes for the Wise companies; Initiates and develops public sector accounts; Negotiates contract agreements; and Assists in major estimating projects.
He has a lengthy record of leadership in the areas of business development and training opportunites for minorities and MBE's and is committed to promoting MBE involvement in the local community.
Renee S. Abney, Business Development Manager
New Wise Team Member
Renee has nearly twenty years of marketing experience ranging from conceptual design to implementation. Though she is new to the office staff, she has been producing Wise's marketing materials for over fifteen years. In addition to developing new business, she is responsible for development of corporate marketing strategies, implementation of marketing plans, cultivation of private sector markets, website development and maintenance, and planning and production of company events.
Scott Bruce, Project Manager/Pre-Construction Coordinator

Personnel Profile:
Scott is a hands-on construction and development professional with nearly twenty years of experience in all facets of the construction industry. He has successfully completed multimillion dollar projects through coordination of multiple prime contractors, subcontractors, inspectors, architects and owners while maintaining schedules and costs. He is experienced in contract negotiations, change order estimating and design resolutions in document preparation. He has a working knowledge of building code regulations from site development through certificate of occupancy. Scott possesses excellent leadership and decision making skills and expert proficiency in scheduling, critical path project management, quality control management, safety compliance management, project document management, and monthly progress invoicing.
As Project Manager, Scott is responsible for predesign implementation scheduling, project scope refinement and definition, conceptual estimates, program budget development, construction phasing/logistics review, and site assessment. He also builds and maintains project schedules, prepares change order estimates, performs all site survey and building layout, executes monthly progress payments, supervises subcontractors and keeps the owner and architect apprised of each project's progress.

Cleve S. Gregory, Project Manager/Project Superintendent
16 Years as a Wise Team Member
Cleve is a conscientious project manager/superintendent with 30 years of experience in the construction industry both residential and commercial. He has a thorough understanding of means and methods in all aspects of new construction, remodeling, repairs, concrete form-work, placing and finishing, electrical, HVAC and plumbing.
As a Superintendent and Project Manager, Cleve has extremely effective supervisory and management skills. He is excellent in the areas of subcontractor coordinating and scheduling, has excellent communication and interpersonal skills, and an ability to work well with Owners, Architects, Engineers, and Subcontractors. He is always honest, reliable, motivated, punctual and productive.
Cleve is currently working on the Construction Management team with Shook-Touchstone to provide on-site administrative and technical management of OSFC project sites. He plans, coordinates and supervises on-site functions including scheduling, engineering, and material control, while providing day-to-day direction of on-site administrative staff in accounting, purchasing, etc.

John Kanost, CPA, Comptroller
17 Years as a Wise Team Member
John is a Certified Public Accountant with over thirty years experience in the financial field, from bookkeeping to financial management. He is extremely knowledgeable and well versed in all areas of bookkeeping, accounting, payroll, and tax preparation.
John manages the accounting and financial activities for all of Wise's projects and is a personable manager of Wise's accounting department tasks and activities. He is comprehensive, accurate and well organized in all of his work. He maintains all corporate accounting records for Wise Construction and its affiliated companies.
Karen Lakes, Project Accountant / Accounts Payable Specialist
20 Years as a Wise Team Member
Karen is a vital employee with over twenty years of diversified accounting experience at federal, state and local government levels, as well as in the private sectors. Having excellent managerial and operational skills, she is efficient in tracking expenses, preparing, analyzing and verifying union fringes, as well as processing billings and payroll. She is focused, organized and detail oriented which enables her to succeed in all aspects of construction accounting.
As Project Accountant and Accounts Payable Specialist, Karen assists Project Superintendents & Foremen with processing invoices, handles all accounts payable and receivables, completes AIA billings, tracks & prepares weekly billings to owners, tracks daily timesheets, processes weekly payroll, processes reports and payments for union fringes, prepares utilization reports, and financial reconciliations, and maintains individual employment records.

Shawn Thomas, Estimator / Project Engineer
New Wise Team Member
Shawn is the newest member of the Wise team. He is an accelerated learner with an architectural background who brings efficient performance to the estimating room. He also fills the role of Project Engineer by planning and coordinating onsite construction engineering activities.
As Estimator, Shawn assesses commercial project bid packages to calculate the general contractor construction estimates including pricing of materials, labor, general conditions, profit and overhead costs. He also communicates various construction details to subcontractors and assists in proposal preparation and delivery of bids.
As Project Engineer, he manages project engineering and related personnel functions and activities, ensures project engineering activities comply with company and contract requirements and support overall construction schedule, provides technical support for construction efforts including participation in construction planning and design; interpretation of design; application of construction methods; resolution and documentation of design conflicts, constructability reviews, etc. Additionally, Shawn develops, implements and administers project engineering procedures and other work controlling documents, and produces basic architectural drawings when necessary.

Janice Washington, Office Manager
4 Years as a Wise Team Member
Janice handles the majority of Wise's document preparation, organization, and record keeping, including clerical duties, tracking of bid documents, accurate maintenance of required files and logs, preparation and distribution of meeting minutes, and processing of contracts and purchase orders.
